Emma is a Postdoctoral Fellow at the Better Government Lab. Her research interests include administrative burden, digital government, race, gender, and social inequality. Using interview and survey methods, her research explores citizen-state interactions and how government agencies might use technologies for the public good. Emma completed her PhD in Public Policy and Public Administration at George Washington University, and her professional background is in workforce development.
